Is $2.5B a lot?
Not for Binance. Withdrawals reopened Nov 1 after the Oct 29 hack ($6.36B hit, ~$3B frozen, rest covered from SAFU and company reserves). Since then about $3B net has left, roughly 2% of ~$134B. That's a normal busy day for the biggest exchange, not a run. The number to watch is stablecoins: that's the cash people actually pull in a panic, and it's down ~4%.

Is there proof of funds?
Partly. Binance publishes a monthly Proof of Reserves (Merkle tree plus zk proof) showing assets cover user balances per coin, and you can check your own balance is included. DefiLlama tracks the reserve wallets live, which is what this page reads. The catch is the liability side is self-reported and it isn't a full audit, so it proves the coins exist, not that nothing else is owed.
